President Ratu Naiqama Lalabalavu officiated over the swearing-in of seven members of the Constitution Review Commission at State House this afternoon.
The chair of the committee is Sevuloni Valenitabua, while, Professor Unaisi Nabobo-Baba, Ami Kholi, Dr John Fatiaki, Merewalesi Nailatikau, Conway Begg and Dr Neelesh Goundar make up the commission.
Mr Sevuloni Valenitabua is a senior barrister and solicitor admitted to practice in Fiji, Solomon Islands, Nauru and the State of New South Wales, Australia. With nearly three decades of experience in criminal and civil litigation, he has also served as a Commissioner of the Fiji Human Rights Commission, legal counsel in the Public Defender’s Office in the Solomon Islands, and Director of the Public Defender’s Office in Nauru. He also has extensive experience in private legal practice in Fiji.
Mr Ami Kohli is a senior lawyer based in Labasa and Principal of Kohli & Singh law firm, with more than 40 years of experience in legal practice and governance. He has served as a member of Fiji’s Electoral Commission and is widely recognised for his expertise in constitutional law, public policy and community leadership.
Dr John Fatiaki is a distinguished medical practitioner with nearly four decades of experience in both public and private healthcare. He currently serves as Managing Director of Epworth Clinic in Suva. Dr Fatiaki has also served as a panel physician for several embassies, a designated medical examiner for civil aviation, and an honorary lecturer in medical education. Beyond medicine, he has contributed extensively to national boards, community organisations and government advisory roles, including serving as a Senator in Fiji’s Parliament and as Special Advisor for Rotuman Affairs and as a Member of the Higher Education Commission.
Professor Unaisi Nabobo-Baba is an internationally recognised education and development specialist with more than 35 years of academic and leadership experience. Currently the Vice-Chancellor of Fiji National University, she has held senior academic positions at the University of Guam and the University of the South Pacific. Her research focuses on indigenous knowledge, post-colonial education, and resilience in climate change contexts.
Dr Neelesh Gounder is a senior lecturer in economics at the University of the South Pacific. He holds a Ph.D in Economics from Griffith University and has extensive experience in academia, civil society and public policy, having served as Chief Policy Advisor to the Fiji Government and contributed to national development planning, fiscal reviews and regional economic strategies.
Ms Merewalesi Nailatikau is a public policy and communications specialist with more than 15 years of experience in stakeholder engagement, strategic communication and research across the Pacific. She has worked with leading organisations including development agencies, multilateral and bilateral donors, civil society organisations and the diplomatic community, bringing expertise in policy analysis, facilitation and public diplomacy to the Commission.
Mr Conway Beg is a distinguished Fijian architect and Principal of Conway Architects in Suva, recognised for his innovative design and master planning work across the Pacific. A Chartered Member of the Royal Institute of British Architects and former Chairman of the Fiji Rugby Union, he brings to the Commission a unique blend of technical expertise, governance experience and community leadership.
The commission was formed to address long-standing criticisms regarding the 2013 Constitution’s substance and the manner in which it was adopted.
The review follows significant developments in 2025, including a Supreme Court opinion on constitutional interpretation and the failure of the Constitution (Amendment) Bill 2025 to pass the required parliamentary threshold.
