Brenton Harrison Tarrant was raised in Grafton, north of Sydney, which is known for its Jacaranda Festival.

Security intelligence officers are piecing together a picture of Tarrant’s background that includes travelling the world and sporadically spending time in Dunedin.

NZ Prime Minister Jacinda Ardern says despite the attacks being carried out in Christchurch, he had been based in Dunedin.

Ardern says Tarrant was not on the radar of either the New Zealand intelligence agencies or the Australian agencies.

Ardern says a picture of Tarrant’s background is being gathered by security authorities who will brief her on Monday.

Tarrant appeared in Christchurch District Court charged with one count of murder for which court documents say carries a maximum penalty of life in prison.

He kept turning his face towards the media pack, smiling faintly.

There was no application for bail and Tarrant has been remanded in custody until April 5.
