The national side conceded a try in the opening minute before Samisoni Viriviri replied with a try.
Rugged winger, Savenaca Rawaca was then flashed a yellow car for a late challenge in the ruck.
Despite being a man down, Fiji managed to scored a length-of-the-field try to captain, Osea Kolinisau after Semi Kunatani had made the initial break.
Fiji led Wales 12-5 at halftime.
Rawaca made amends for his send-off by scoring a try in the 6th minute, after being set-up by Kunatani.
Handline errors then denied Fiji extending its lead before Wales scored a try on the stroke of fulltime.
Fiji will take on Hong Kong in its next match at 4:18pm and England at 8:30pm.
