WAF explains delays at Kinoya Treatment Plant

The Water Authority of Fiji has finally cleared the reasons for the delays in the construction and completion of the Kinoya Treatment Plant in Nasinu.

The Parliamentary Public Accounts Committee at an earlier sitting heard the delays in the project was due to the failure of payment to the contractor in January 2010.

Committee Chair, Ashneel Sudhakar explained the reasons for the delay was on the part of the consultant.

“When the contractor initially lodge all these documents regarding bank guarantee to the consultant, Aaron Seeto, Seeto required amendments to those. So the bank guarantee in the consultants view was not adequate so it was returned to the contractor, who then submitted a new bank guarantee and scope of work.”

The project was scheduled to be completed within four months in December 2011 however, it finished in October 2013.

These delays in the project resulted in the Authority making an on-going payment of $14.5 million to the consultant.

These delays and on-going payments were approved by the then Chief Executive Opetaia Ravai.
