The Fijian Competition and Consumer Commission has fourteen days to respond to the complainant.
FCCC chief executive Joel Abraham made the statement as part of a submission on the Code of Conduct Bill.
Abraham says this gives the degree of fairness and natural justice to the person whom the complaint has been lodged against.
He adds given the nature of the proceeding, it is important that the process is confidential.
More submissions are expected this week on the Code of Conduct Bill before the Parliamentary Standing Committee on Justice, Law and Human Rights.
